It looks like these books are getting a mix of spam and real votes, so I'm not sure what to recommend. If it were just the spam votes I'd remove them, but they've also been voted for by people whose voting patterns look genuine to me.

(For comparison, here's a spam voting pattern; here's one that looks genuine.)

You might want to contact support and point them at the spam votes; I think they would want to handle that without having lists edited. I don't think that there's a way to flag listopia votes directly, is there? (ETA: looks like vicki_girl beat me to the punch twenty minutes ago. That's what I get for leaving tabs open!)
