Honey Chandler wasn't a porn queen so wouldn't have been thought of as a potential victim. All of the followers victims were involved in the porn biz. It wasn't until he recieved the second note that he had any idea that the follower was breaking pattern and targeting someone close to Bosch. His first thought was Sylvia.
I don't think it crossed his mind that Honey Chandler would ever be a victim. I don't think she would have gotten security even if he had suggested it. She was too busy playing her games to ever think of herself as being vulnerable.

Why does Bosch not demand Chandler get some sort of security after she receives her note from The Follower?
Maybe he thought it was just a taunting note but it is not even considered. That one had me scratching my head.
