I can't comment on why you can't add a book to GR - everyone who has been here longer than, I think, 24 hours, can add a book. But since you haven't mentioned what exactly happens when you try to add a book, I can't begin to imagine why it's not letting you.We would be absolutely pleased to add your book to the GR database for you if you simply post the criteria mentioned in this thread either here or in a new thread.
As to cover images changing - no, we never ever do that for a published book, or ARC's or any story that's been released into the wilds of the internet. We are a database repository for every edition of every book published - that includes different covers for the same edition. If a cover image has changed for one of your books, again, we're very pleased to help you create an alternate cover edition and combine it with the other editions of your book(s).
Speaking for myself - if I had bought and shelved one of your books with cover 'x' and you changed it to cover 'y' - I'd be mighty p'o'ed. I want my GR shelves to look like my physical shelves.

We still don't know which book, asin, isbn, or cover image you are trying to add. Or which existing book was a draft cover image.Please provide more information than "book."

We don't update cover art; we add a new edition, since a change to the cover is considered a different edition.
You can manually add books yourself: there's an option to manually enter a new book record on the right-hand sidebar of any search result. You can also start a thread in this group to have a new book record added, which is usually done very quickly.
Not everyone is accepted as a librarian; authors especially already have limited librarian power on their own books and aren't generally granted more just to work on their own books.
