The above quote refers to the mass corruption which has happened in Pakistan for a long time. It displays the fact how a few people in power can have so much power that they may be able to manipulate domestic politics with one phone call.
The reason why this quote fits perfectly with the book A Case of Exploding Mangoes is because; it was Zia who openly encouraged such a hierarchy of power, who created Terrorist agencies within Pakistan and supplied them with money, arms and training and Power. He is the one who led path of such corruption, where one man can have such great power.. with one phone call he can decide the fate of a few hundred people.
Still the Neo-Zia Politicians and the agencies he created such as the Lashkar-e-Jhangvi, Sipa Sahaba and especially the ISI have led a genocide within Pakistan target killing 2000 Civilians in one calendar year in one city "Karachi", and not to mention other parts of Pakistan such as Quetta, Para Chanar and Gilgit.
