ABANDONED. Fantasy man is a Justice, can take souls through a mark on his hand

It starts with a man who is a 'Justice' and tracks down criminals and if they are guilty he judges them and takes their soul through a mark on his palm. He then goes to the capital for where he works and deposits the soul there. He can't say a word to anyone until he does this. He is sent to his homeland for some reason, the King is doing something wrong and he will fit in because he knows the customs. That all I remember, I read this book about 15 years ago.
