Incorrect book cover?

I came across this book edition and I think the cover must be an error, rather than just a case of the ISBN being reused for a different edition.

The ISBN is for an edition of the book from Avon (and the pagination matches the Avon book I have in hand), but the cover for this record is a Penguin cover. I don't think Avon was ever owned by Penguin. Do ISBNs sometimes get reused *between* publishers? If they do, I'll just create an alternate cover edition. Otherwise, shall I replace the cover image with an Avon cover image?
