A mole, a bazaar, and gorgeous art

I read a children's picture book when I was very young (early 90's) that involved a mole as the main character. I know he was for some reason wandering around a bazaar or something (that word keeps getting stuck in my head when associated with this book), and near the end the police were after him (maybe because he accidentally stole something?), and so he digs through the floor to escape and comes out (on the other side of the world?) in a church or something like that. And there's someone there who comes up and tells him =something= profound. That's about all I can remember, besides that it had some really beautiful artwork (maybe watercolors?). Please help, it's driving me nuts and everyone keeps saying it was a dream!

It might be one of the books from the Detective Mole series by Robert Quackenbush. I know some of his books have beautiful watercolor illustrations.
