Offensive?

I recently heard that someone was deleted and banned from Goodreads because of a picture she posted. One of the members found it offensive flagged her and then encouraged everyone that she knew to do this as well. The woman was deleted without receiving any warning, the picture she posted did not show genitalia or anything that bad. So my question is where is the line? Is it even right to flag someone because they have different ideas about what is appropriate? There are book covers that are sexually explicit, should those be banned because they might me "offensive"?
