Quotation marks for discussed titles?

I have come across a sizeable number of author and even book descriptions that include a reference to other books. Most of these do not use quotation marks when stating the book title.

What is the policy on this? Should a title be enclosed with quotation marks in a gr description? I am inclined to say yes.

I would say italicized is preferred.

I never disagree with a pretty lady, particularly when she is correct. I shall emend (but not amend) whenever I see this error.
