Who do you think killed Jane Doe from the field?

I think it is that new cop. The one that was standing away from the crime scene, but close enough that he was a part of it, but far enough away that nobody would ask for his help. He caught Jazz and Howie in the mourge, and he had no reason to be out there. If he didn't kill her, he associated with the murder, moved the body to the field, or he joined the Lobo's Nod PD to cover up evidence.
Eiether that or Billy Dent hired someone to do his job, because in the one chapter where the killer narrated, he said he was ordered to stay away from Jazz, and to definatly NOT HARM him.
