Combined. There's two distinct ISBNs, though, which means two distinct editions and no merge needed. ;)

I don't think I even saw an ISBN on the one...
Once Upon a Tale (Volume 1) by Mercedes Lackey is an omnibus published by Science Fiction Book Club. Here's the link to the book info and here's the cover image. (I scanned it from my copy.)Here's the GR page with correct ISBN but wrong author (her name is misspelled). And then there's this page with an incomplete ISBN and wrong title but correct author. Neither GR page seems to have complete details (pages, etc.) so that's why I included the SFBC page above. Hopefully you can update/merge based on this info.

UPDATE: I've amended the second record, http://www.goodreads.com/book/show/15743881-once-upon-a-tale as it has the correct ISBN-13 and merged it with the incomplete record.
The first link, http://www.goodreads.com/book/show/13608731-once-upon-a-time-tales-of-the-five-hundred-kingdoms can now be deleted.
I've also amended the record to include the series "Once Upon a Tale" -- volume 1 in this case. Picture has also been uploaded from the link provided by Leah.

I've edited Robin Hobb's books single it was a hell of a mess there with many different translations who was not sett behind the original book...I've added the translations that I knew or could figurate out were they would be but there are still some left, so can someone who can italian, french, spannish and germen (and maybee some other languishes too) go in there and try to add your translations of her books so right translated book is added to right original edition...

The first isn't the book by Tamora Pierce, it is a book made out of the Wikipedia article about the Tamora Pierce book

I have combined all the Dutch editions I could find. But there is still work to do, as a lot of split translations are wrongly combined with the whole editions. I will try to look at that later.
(And I saw the graphic novels of her books need also some work.)

Robin Hobb needs a lot of work. There's notes from someone saying not to combine the french/spanish editions with the original works. I want to make sure that there's oversight to this and it's supposed to happen!! It's really hard for me to figure out what books she's written when the way that it is now.

This is a pretty common occurrence and keeping them separated is correct.
If a book is split up into multiple parts, each of the parts do not equal the whole and are thus not combined.
