Not a book with reviews

What would we do with a book like this: Lois McMaster Bujold Mixed Display ?

I assume it isn't correct to mark a book as "Not a Book" when there's reviews.

The manual says to merge it into an existing edition if you can determine what book some of the users were meaning to add. But in this case, all it says is "mixed display."

So, what is the policy in this situation?
