SOLVED. Historical, sister hides a locket, in an attic where she is forced to stay [s]

In this story a young girl her brother are kept in an attic room, where they have to work for the landlord. Their parents are dead? The girl hides a locket with hair in it, behind a brick in the attic.
Years later, when the girl is an adult she tries to get back into the attic to get the locket back.

I think it is a historical fiction book. Possible 1800's. Some type of family secret?

That must be it. I did read the forgotten garden, I just couldn't remember how that all tied in with the main plot of the story. Thank you for responding.
