Give The Remains of the Dead a try. The romance goes over the series.

I like/read the series Darcy rec'd (Ghost Dusters Mystery). Also, I've read and liked Stacey Kennedy's Frostbite series; romance - check, but spookiness, not really. Vivi Andrews' Karmic Consultants is another one with more romance that spook-factor. Darynda Jones' Charley Davidson series features a reaper who helps ghosts cross over - PNR + mystery.
