That a hard one. I think that for something to be considered 'classic' it has to be highly regarded by more than one generation, preferably many generations. I'll have a think.
As Campbell says, this is tricky. "Quality" as in "how good it is" is a subjective thing - there are certainly modern books I enjoyed as much as "classic" books, but not everyone will necessarily agree with me. "Quality" as in "feel" (i.e. a modern book with stylistic similarities to "classics") is even more elusive, because most modern authors write in very different styles to, say, 19th-century ones.
