Not really scary but psychologically "WTF" are usually things by Japanese writers. Audition by Ryu Murakami had me yelling at it. Check out stuff by Otsuichi, too. His short stories I rarely can predict how they'll go.
Really? I never read Audition or Murakami, except for one of his books (which more than qualifies for enough weirdness) called Piercing, if you haven't read that yet it's a good place to start.
