That's a tough one. :-) For me, Patricia McKillip ('The Forgotten Beasts of Eld', etc.) and Robin McKinley ('The Hero and The Crown', etc.) both capture some of the same feeling of magic and clean romance as DWJ does in 'Howl's Moving Castle', so they might be worth a try.
