OOOOOO So uhm, you can base it off of real places and also base it off of real things. like places and states I mean it doesn't always have to be made up yk

It dependsWith the actual place - If you have a really amazing understanding of the place by all means go for it!
With the realistic sounding city - It is one of the more difficult concepts to attempt but if pulled off very well, it gives readers an amazing understanding!! Some examples with amazing well built cities include fourth wing or a darker shade of magic!!
All the way I would say make a realistic sounding city but only if you feel confident!!
