The first set of instructions ordered them to “proceed to the Bosphorus” the second “to proceed to Gibraltar.” It was only after the Omsk had passed through the Mediterranean and entered the Atlantic that they opened the third set of instructions, which ordered them to “proceed to Cuba.”
