Taking into account the stated goals of groups leads to the unavoidable conclusion that, whatever its narrower gains, terrorism is not a promising avenue for change. Of the more than four hundred terrorist groups that I analyzed from MIPT database, for example, only a small minority, less than 5 percent, have by their own standards succeeded in fully achieving their aims.
