IN 1889 THE U.S. Congress came up with a new and ingenious plan to steal land from the Indians. A three-man panel known as the Jerome Commission was appointed and charged with the task of negotiating with the tribes west of the 96th meridian. Their goal was to secure “the cession to the United States of all of their title.” The idea was simple: The Indians would give up their collective, tribal lands.
