The chief reason for which these orders were instituted was, that if anything occurred in any church which could not well be explicated by a few, it might be referred to a provincial synod. If the magnitude or difficulty of the case demanded a larger discussion, patriarchs were employed along with synods,54 15 and from them there was no appeal except to a General Council.
