there were many non-Germans who had fought against the Allies alongside the Germans or under German command: the Russian, Ukrainian and other soldiers of General Andrei Vlasov’s anti-Soviet army; volunteers for the Waffen SS from Norway, the Netherlands, Belgium and France; and auxiliary German fighters, concentration camp staff and others liberally recruited in Latvia, Ukraine, Croatia and elsewhere.
