But what was granted some Spaniards could hardly be withheld from others. Within four years Spain was to be divided into seventeen self-administering regions, each with its own flag and capital city. Not just Catalans and Basques, but Galicians, Andalusians, Canaries, Valencians, Navarrese and many others were to be recognized as distinct and separate.
