A Christian Democrat mayor in a southern town hall or a representative in the national parliament was elected and re-elected on the promise of electricity, indoor plumbing, rural mortgages, roads, schools, factories and jobs—and thanks to the Party’s monopoly of power, he could deliver. Christian Democracy in Italy resembled in many respects similar parties in West Germany, the Netherlands and Belgium. It lacked ideological baggage.
