People must first learn the basic competencies of communication. They must be able to read and write; they must be able to understand instructions and convey them intelligibly to others. They must then be taught the special skills pertaining to their roles in the organization. In addition, somewhere along the line they must also have learned and absorbed the moral dimensions of their professions.
