When German representatives were summoned to Paris to receive the terms of the Allies, they were stunned at the amputations to be forced upon them. Eupen and Malmédy were to be taken from Germany and given to Belgium. Alsace and Lorraine were to be reannexed by France. Clemenceau wanted to annex the Saar but Wilson balked. The Saar was placed under the League of Nations—de facto French control—and its coal mines given to France.
