The emergence of slavery as the most salient war issue in 1862 threatened to turn a large element of the Democrats into an antiwar party. This was no small matter. The Democrats had received 44 percent of the popular votes in the free states in 1860. If the votes of the border states are added, Lincoln was a minority president of the Union states.
