Bohr was forever trying to take his insights into the physical nature of the world and apply them to human relations. As the historian of science Jeremy Bernstein later wrote: “Bohr was not satisfied to limit the idea of complementarity to physics. He saw it everywhere: instinct and reason, free will, love and justice, and on and on.” He quite understandably saw it in the work at Los Alamos too.
