The panel members recommended, first, that prior to the use of the bomb, Washington should inform Britain, Russia, France and China of the existence of atomic weapons and “welcome suggestions as to how we can cooperate in making this development contribute to improved international relations.” Secondly, the panel reported that there was no unanimity among their scientific colleagues on the initial use of these weapons.
