Nixon’s participation in a cover-up, in which he tried to coopt both the CIA and the FBI, occurred less than three weeks after his triumphant return from Moscow. The proximity of these events would later be viewed as a tragic accident: a masterful actor on the international stage undone by petty domestic machinations.
