It is possible to take proactive steps to uphold a genuine culture of free speech. States should not be able to punish their citizens for what they say, however heinous. The power of private actors like big corporations to undermine the culture of free speech must be limited, for example by rules that make it illegal for companies to fire employees for their political views or for providers of basic financial services to refuse service to customers on ideological grounds; similarly, social networks should voluntarily limit their ability to favor some political causes over others.
