You will inevitably end up with some (small) number of people who’ve been told they’re likely eligible but aren’t. The mere notion that the screening process might not be completely accurate can create a chilling effect. As Natalie Kates saw at CMS, being 100 percent thorough and technically accurate is always safer, even if it’s worse for the people the service is supposed to help.
