In crafting a strategy to defeat the United States in the Vietnam War, General Vo Nguyen Giap determined that the real center of gravity in the American democracy was the political support of its citizens. Given that support—the kind of support the military had had during World War II—the country could prosecute a war with the utmost effectiveness. Without that support, though, the effort was doomed.
