The Communists and Social Democrats, taken together, represented nearly a third of the electorate. Yet they crumbled virtually without resistance. The government was able to move against them on a nationwide basis because the Reichstag fire decree permitted it to override the sovereignty of the federated states in order to carry out the operation, using the precedent of Papen’s removal of the Social Democratic minority government in Prussia the previous summer.
