These precedents were familiar to the Nazis; in 1921, Hitler had already declared that they would imprison German Jews in ‘concentration camps’ along the lines of those used by the British. Paragraph 16 of the constitution that the Nazis had intended to put into effect if they had succeeded in seizing power in November 1923 had stated that ‘security risks and useless eaters’ would be put in ‘collection camps’ and made to work; anyone who resisted would be killed.
