In 1933, the public disorder that supplied the reason for declaring a state of emergency was overwhelmingly the creation of the Nazis themselves. The purpose of this rapid co-ordination of the federated states was, not least, to overcome the hesitations of previous state governments in using emergency powers to crush the parties of the left with the thoroughness that the Nazi leadership in Berlin required.
