Officials began to argue that vagrants and the ‘work-shy’ should be sent to concentration camps. On 1 June 1933 the Prussian Interior Ministry issued a decree for the suppression of public begging. Poverty and destitution, already stigmatized before 1933, were now beginning to be criminalized as well.
