Frantic negotiations finally led to a plan to put Hitler in as Chancellor, with a majority of conservative cabinet colleagues to keep him in check. The scheme was lent urgency by rumours that Schleicher, in collaboration with the chief of the army command, General Kurt von Hammerstein, was preparing a counter-coup.
