Like many Germans, Brüning and his political opponents on the left still found it impossible to take the Nazis’ extremist rhetoric and bullying tactics on the street as anything other than evidence of their inevitable political marginality. They did not conform to the accepted rules of politics, so they could not expect to be successful.63
