Trial by jury in open court, equality before the law, freedom of business enterprise, abolition of the most objectionable forms of state censorship of literature and the press, the right of assembly and association, and much more, were in place almost everywhere in Germany by the end of the 1860s. And, crucially, many states had instituted representative assemblies in which elected deputies had freedom of debate and enjoyed at least some rights over legislation and the raising of state revenues.
