The electoral system, guaranteed by legal provisions and safeguards, opened up a space for democratic debate and convinced millions of Germans of many political hues that politics belonged to the people.30 Moreover, the daily press in Imperial Germany was almost entirely political, with each newspaper explicitly tied to one or other of the various parties and putting its point of view in almost everything it published.
