Russia was backward, overwhelmingly peasant, lacking in the basic functions of a civil society and a representative political tradition. It was a dramatically different country from the advanced and highly educated industrial Germany, with its long-nurtured traditions of representative institutions, the rule of law and a politically active citizenry.
