In the 1870s, reacting against the Pope’s attempts to strengthen his hold over the Catholic community through the Syllabus of Errors (1864) and the Declaration of Papal Infallibility (1871), Bismarck inaugurated what liberals dubbed the ‘struggle for culture’, a series of laws and police measures which aimed to bring the Catholic Church under the control of the Prussian state.
