As a law-abiding institution, the party put its faith in the courts to prevent persecution. Yet remaining within the law was not easy, even after 1890. Petty chicanery by the police was backed up by conservative judges and prosecutors, and by courts that continued to regard the Social Democrats as dangerous revolutionaries.
