Formally speaking, the new Reich was a loose confederation of independent states, much like its predecessor had been. Its titular head was the Emperor or Kaiser, the title taken over from the old head of the Holy Roman Reich and ultimately deriving from the Latin name ‘Caesar’. He had wide-ranging powers including the declaration of war and peace.
