This passage refers to the two dimensions of the will of God. To prevent confusion, I will briefly describe the distinctions between the two. God's sovereign will (also called "decretive will") is the ultimate cause of all things, whether God wills to accomplish them effectively and directly or permits them to occur through the unrestrained actions of people. His sovereign will is not fully revealed to us, but it will always be accomplished (see Isa. 46:9-10).
