On March 6, 1962, the FBI’s domestic intelligence division formally proposed a telephone wiretap and microphone surveillance device for Levison’s office. Robert Kennedy authorized the move. With no court approval needed, the office microphone was installed in mid-March. A wiretap on Levison’s phone began four days later. Agents began filing memos to headquarters on Levison’s conversations with King, and J. Edgar Hoover began passing along reports to Kennedy.
