The new transmission-control protocol, with a bow to Cyclades, assumed that the CATENET was completely unreliable. Units of information could be lost, others might be duplicated. If a packet failed to arrive or was garbled during transmission, and the sending host received no acknowledgment, an identical twin was transmitted.
