“Our thought was that, clearly, each gateway had to know how to talk to each network that it was connected to,” Cerf said. “Say you’re connecting the packet-radio net with the ARPANET. The gateway machine has software in it that makes it look like a host to the ARPANET IMPs. But it also looks like a host on the packet-radio network.”
